IIn the context of the exam questions this means that:  you should use the information supplied as well as your KNOWLEDGE and UNDERSTANDING to consider evidence FOR and AGAINST. 

If it’s one of the longer answers I would always recommend adding a reasoned conclusion to the end of your answer as well. Stating what you think overall and why you came that conclusion. 

A very good way to revise for this type of question is to create a table of pros and cons whenever you spot topics that lend themselves to this question type.
